Position Description

Under the supervision of the Deputy Chief of Party, the Scholarship Manager is responsible for overseeing the effective administration of the WSE program for Afghan students studying at the American University of Malta (AUM) and other partner institutions. This role requires close coordination with students, university administrators, and the WSE program team to ensure successful scholarship implementation and a positive academic experience for recipients.

Duties and Responsibilities

Program Oversight & Coordination

 Oversee the implementation and administration of the WSE scholarship program at AUM and other institutions in coordination with WSE leadership and university partners.

 Ensure that scholarship activities align with donor requirements, program goals, and organizational policies.

 Ensure that student agreements are drafted, finalized, and that all stipend payment requests for Afghan students are submitted to the Home Office in a timely and accurate manner.

 Maintain effective communication and working relationships with university administrators and relevant stakeholders.

Supervisory Responsibilities

 Supervise the Scholarship Officer and provide regular guidance, mentorship, and oversight to ensure high-quality student support.

 Provide direct supervision, guidance, and oversight to the Scholarship Officer to ensure the delivery of high-quality support services to students.

 Assign tasks, set priorities, and review deliverables related to student communications, event coordination, documentation, and recordkeeping.

 Support the professional development, performance monitoring, and evaluation of the Scholarship Officer.

 Ensure the timely and accurate flow of relevant information from the Scholarship Officer to the WSE management team.

Compliance & Reporting

 Oversee the maintenance of accurate student records in coordination with the Scholarship Officer, ensuring data integrity and confidentiality.

 Collaborate with the WSE Finance and Operations teams, as well as the Home Office, to support the timely processing of tuition payments, stipends, and procurement requests.

 Contribute to donor reporting, audits, and internal program reviews by providing relevant data, analysis, and documentation.

 Ensure compliance with donor regulations, institutional policies, and internal protocols in all aspects of scholarship administration.

Additional Duties

 Represent the WSE program in meetings with university partners, donors, and other stakeholders as needed.

 Provide oversight and support for the planning and implementation of student events, workshops, and orientation activities led by the Scholarship Officer.

 Advise the Deputy Chief of Party on emerging student-related issues, partner coordination challenges, and opportunities for program improvement.

 Perform other duties as assigned by the Deputy Chief of Party or WSE leadership.

Qualifications

 Bachelor's Degree with three (3) years relevant experience. Relevant experience includes working in an administrative or technical position on a U.S. government-funded scholarship program.

 Computer literacy, including knowledge and experience using Microsoft Excel and Microsoft Word required.

 Must pay close attention to detail.

 Must be a good communicator with strong organizational skills.

 Demonstrate enthusiasm, impeccable judgment, and initiative.

 Excellent verbal and written communication skills in English, Dari, and Pashto required.

 Experience working on USAID or U.S. State Department projects required.

 Fluency in reading, writing, and speaking English, Dari, and Pashto required.
